Chester is one of only five places in England with an Area of Archaeological Importance over it, the others being Canterbury, Exeter, Hereford and York. Inside the old city and Boughton, garden and landscaping work is exempt from the notice rules only while it stays above six hundred millimetres, or about two feet. The exemption names screening by fences and walls in as many words, and six hundred millimetres is about where a post for a six foot panel ends up. Deeper than that and the council wants six weeks' warning first.
