More than eight thousand council houses went up in Wolverhampton between the wars, which put the town among the biggest builders in the country. Low Hill took over two thousand of them between 1925 and 1929, on land bought in 1924. Those streets were set out as circuses and curving cul-de-sacs, so very few of the plots on them are rectangles, and squaring anything up in one of those gardens starts with finding a straight line to work off.
