Nottingham spent much of the nineteenth century with a reputation for the worst slums in England. In eighteen forty four the borough's own water engineer, Thomas Hawksley, told a government commission that he considered it the worst town in the country. Houses went up in courts on whatever ground was left over, and in the older streets that is still what is behind them: a yard, a wall and about enough room to turn round in. Maintenance in that half of the city runs to pots, paving and a hedge rather than a mower.
